Working with child talent and family creators

Short answer

Children may take part in work that develops their talents and interests only under direct supervision by a parent or guardian, for at most 3 hours a day, and without disrupting school or development (Law 13/2003 Article 71). For children under 15, Ministerial Decree 115/2004 adds a written agreement with the parent, a 12-hour weekly limit and notice to the local labour office. PP TUNAS regulates platforms: high-risk social media must deactivate accounts of children under 16. Never make content that sexualises, endangers or shames a child, and never share their school, address or routine.

What does PP TUNAS require?

Government Regulation 17/2025 on electronic systems governance for child protection, known as PP TUNAS, was promulgated on 27 March 2025. It places duties on platform operators, not individual creators, to protect children from the design stage.

  • Platforms rate their products on seven risk aspects, including contact with strangers, exposure to harmful content, exploitation of children as consumers, personal data and addiction.
  • Account ages: under 13 only for low-risk products made for children, 13 to under 16 only for low-risk products, and 16 to under 18 for other products; all with parental consent.
  • Platforms must offer parental controls, age verification and easy reporting, and may not profile children or collect their precise location.
  • Ministerial Regulation 9/2026 classes social media as high risk and requires deactivating accounts of children under 16. Komdigi says deactivation began on 28 March 2026 on YouTube, TikTok, Facebook, Threads, Instagram, X, Bigo Live and Roblox.
  • On 7 October 2026 Komdigi said it was still waiting for Meta’s report on child accounts on Threads. Platforms have a two-year adjustment period from promulgation, with administrative sanctions up to access termination.

How should parental consent and supervision work?

  • Make a written agreement with the parent or guardian before filming. For children under 15 it is required by Ministerial Decree 115/2004.
  • A parent or guardian is present at all times, protecting the child’s safety, health and wellbeing.
  • Listen to the child. They may refuse or stop at any time without being scolded or losing their fee.
  • A child is never left alone with crew. Provide a separate changing area and a place to rest.
  • The location is free of tobacco, alcohol, drugs and gambling.

How long can a child work as talent?

Law 13/2003 Article 71 limits talent work to 3 hours a day and forbids disrupting school. Ministerial Decree 115/2004 adds, for children under 15: outside school hours, at most 12 hours a week, waiting time of at most 1 hour with any excess counted as work, and notice by the employer to the district or city labour office at least 14 days before the child starts.

Important

The DPR approved the Labour Protection Law on 6 October 2026, but its official text had not been published as of 14 October 2026. Until it is, the rules above from Law 13/2003 and Decree 115/2004 remain the reference.

Who is entitled to a child’s fee?

The rules do not say whose account the fee goes to. We recommend paying it into a savings account in the child’s name, or recording it separately for the child’s benefit, with proof kept by the parent. Put this in the contract, and do not treat free products as a substitute for the fee.

How do you protect a child’s privacy in content?

Law 27/2022 on Personal Data Protection treats children’s data as specific personal data, and processing it requires consent from a parent or guardian (Article 25).

  • Never show the child’s school name or uniform, home address, daily route or regular schedule.
  • Post after leaving the location, switch off geotags and avoid recognisable landmarks.
  • Never tag the child’s personal accounts or show their full date of birth.
  • Limit or filter comments on content featuring children.

What content must never be made with children?

  • Content that sexualises a child or shows them inappropriately.
  • Dangerous challenges, stunts that risk injury, or consuming products not meant for children.
  • Content that shames, punishes, frightens or deliberately makes a child cry for views.
  • Involving children in promoting vapes, alcohol, gambling or adult products. Indonesia’s advertising code also bars children from endorsing products not meant for children.
Important

Law 35/2014 Article 76I prohibits the economic or sexual exploitation of children. Since 2 January 2026 the penalty is up to 10 years in prison and/or a fine of up to Rp2 billion (Article 88 as adjusted by Law 1/2026).

How do you report harmful content involving children?

  1. Step 1: Do not share it further

Do not save or forward content showing a child inappropriately. Note only the link and account name.

  2. Step 2: Report it to the platform

Use the in-app report menu. TikTok has an underage-user report, and Instagram has a form for images of your child that needs no account.

  3. Step 3: Contact SAPA 129

The child-protection ministry’s line: call 129, WhatsApp 08111-129-129 or use the online form.

  4. Step 4: Report the content to Komdigi

Use aduankonten.id with the link and reason. For suspected crimes, also report to the police.

Does CariTalent list child talent?

CariTalent lists only talent aged 18 or older and never features children. Adult profiles never include information about their children. For work with child talent outside the directory, use the child-talent agreement template, which requires a parent’s or guardian’s signature.
