Deepfakes and scam ads that use a talent’s face

Short answer

Deepfake ads use AI-made faces or voices of public figures to sell fake products or investments. OJK recorded 1,379 AI-related fraud reports to the Indonesia Anti-Scam Centre up to June 2026, most often public-figure deepfakes offering fake investments. If your face or voice is used, keep evidence, report it to the platform through impersonation or privacy forms, report it to aduankonten.id and the police cyber patrol, then post a clarification on your official account. Audiences should distrust videos of public figures asking for transfers, OTP codes or a move to private chat.

What is a deepfake ad?

A deepfake is video, imagery or audio made or altered by AI so a person appears to say or do something they never did. OJK’s Satgas PASTI has warned about voice and face cloning scams, and OJK reports that the most common type is a fake public figure promoting a fake investment. The aim is always the same: build trust, create urgency, then push a transfer or harvest data.

How can you spot a deepfake video?

  • Lips out of sync with the audio, unnatural expressions or blinking, and flat intonation or odd pauses.
  • A famous person asks for money, an upfront fee for a prize, an OTP code or a move to private chat.
  • The account is unverified, newly made, has no posting history or a slightly different name from the official one.
  • Promises of guaranteed returns or big prizes in a short time.
  • Check the person’s official account. Deepfakes are often built from old clips. For example, on 30 September 2024 Komdigi confirmed that a TikTok video of Nafa Urbach apparently giving Rp15 million to followers was a hoax; the original was a 2022 post on her official Instagram about a different topic.

How can talent report a deepfake using their face?

  1. Step 1: Keep evidence

Note the link, account name, date and screenshots. A report to aduankonten.id needs the link, a screenshot and a reason.

  2. Step 2: Report to the platform

TikTok: report the account for pretending to be you, or report the content under deepfakes. Meta: the Facebook and Instagram impersonation forms. YouTube: a privacy complaint for AI content imitating your face or voice.

  3. Step 3: Report to Komdigi

Use aduankonten.id (sign in with Google). Reporter data is kept confidential and reports can be tracked.

  4. Step 4: Report to the police

Use the police cyber patrol site. Police say reports go through that site, not WhatsApp numbers. If victims have lost money, direct them to OJK’s Indonesia Anti-Scam Centre and a police report.

  5. Step 5: Post a clarification

Announce on your official accounts that the video is fake and list your official channels. Tell your management and the brands you work with.

How can talent prevent deepfakes?

  • State in your bio or official site that you never offer investments or ask for transfers by private message.
  • Use the AI and likeness clause in every contract so your material is not used to create new content without consent.
  • YouTube and TikTok offer likeness-detection tools to some creators aged 18 or older, and Meta uses face matching against ads impersonating public figures. We could not confirm they are available in Indonesia; check your YouTube Studio and TikTok Studio.

Which laws apply to deepfakes?

  • ITE Law Article 35 bans manipulating or creating electronic information so it is treated as authentic; since 2 January 2026 the Article 51(1) penalty is up to 12 years in prison and/or a fine of up to Rp5 billion.
  • ITE Law Article 28(1) bans spreading false or misleading information that causes consumer losses in electronic transactions.
  • Personal Data Protection Law Article 66 bans creating false personal data that harms others, with up to 6 years in prison and/or a fine of up to Rp500 million.
  • Copyright Law Article 12 requires written consent for commercial use of a person’s portrait in advertising.
Important

Indonesia has no deepfake-specific article yet, and how these provisions apply to AI fakes is still developing. For legal action, ask a lawyer.

Frequently asked questions

My face is being used in a fake investment ad. What do I do first?

Keep evidence, report it to the platform through impersonation or privacy forms, report it to aduankonten.id and the police cyber patrol, then clarify on your official accounts.

How can I tell a public figure’s video is a deepfake?

Watch for lips out of sync, unnatural expressions, requests for money or OTPs, invitations to private chat and unofficial accounts. Always check the person’s official account.

Is the TikTok video of Nafa Urbach giving away Rp15 million real?

No. Komdigi confirmed on 30 September 2024 that the video was a hoax built from a 2022 clip on her official Instagram about a different topic. Never send data or money for “prizes” from videos like this.

I already transferred money because of a deepfake ad. Where do I report?

Report it immediately to OJK’s Indonesia Anti-Scam Centre at iasc.ojk.go.id so the scammer’s account can be blocked, and file a police report. Speed matters; recovery is not guaranteed.

Is making a deepfake of someone illegal?

It can breach the ITE Law, the Personal Data Protection Law and the Copyright Law, depending on content and purpose. There is no deepfake-specific article, so ask a lawyer about specific cases.
